St. 香港三级片 County government has encountered rough seas lately, causing some to wonder if it now rivals St. 香港三级片 city for civic dysfunction.
But last week, possibly sensing a psychic challenge of sorts, the city puffed out its chest and shouted, 鈥淗old my beer.鈥
Across five working days, the Gateway City showed that when it comes to disorganized leadership, it won鈥檛 give up the crown without a fight.
Prior incidents during the week involving snow removal woes and personnel director drama set the stage for Friday鈥檚 main event, when the aldermen were set to debate spending $270 million in Rams relocation money.

But the proceedings went sideways, then upside down, when Aldermanic President Megan E. Green simply abandoned the meeting in a huff.
While running away, Green said, 鈥淵ou want to play games, we鈥檒l play games.鈥
The only problem is that by the time Green said it, she鈥檇 already been outplayed.
As it stands today, there are scant few happy with the outcome 鈥 not the mayor鈥檚 office, the comptroller鈥檚 office or a growing number of aldermen 鈥 and not Greater St. 香港三级片 Inc., the water department or a lot of city residents.
This all bodes for some sort of spectacle when the truncated meeting continues Tuesday morning.
But for now, let鈥檚 break down Friday鈥檚 events.
Several Rams-related proposals and their related political maneuvering have fallen prey to the board鈥檚 confusing rules and procedures.
Notwithstanding those twists and turns, Alderwomen Alisha Sonnier and Pamela Boyd planned to move forward Friday with a compromise bill.
That bill allocated $74 million of Rams money to use in downtown St. 香港三级片, a deal that seemed acceptable to a solid number of city leaders and was even announced publicly on Jan. 21.
That seemed like a reasonable compromise between the $100 million Greater St. 香港三级片 and some aldermen wanted, and the $50 million that Green and some of her supporters sought.
But Green, taking the position that compromise equals corruption, tried to claw back $15 million.
Green should have known it would come off as a slap at anyone who helped forge the compromise.
And it鈥檚 certainly not a fair-play kind of move. In union contract talks, they call it 鈥渘egotiating backwards,鈥 and it can be considered an Unfair Labor Practice.
So on Friday, with dwindling Green support from the board, some aldermen 鈥 several of whom told this bureau that Green should have kept her hands off the compromise and let a vote be taken 鈥 decided to pull $40 million out of the bill and send it to the city water department for desperately needed work.
But even that allocation, which most residents and aldermen would think was a good idea, got killed by Green.
At the end of the meeting Friday, absolutely nothing was accomplished, and virtually every person at City Hall, save one, knows why.
What a day, right? But wait 鈥 there鈥檚 more! In the 24 hours following the meeting, Green made not one but two statements.
In the one on her own Facebook page, Green offered excuses and an abundant use of the word 鈥淚.鈥 She also said, 鈥淥ther Alders and myself were completely blindsided by these procedural maneuvers.鈥
Well, when an aldermanic president is completely blindsided by what鈥檚 going on among the 14 aldermen she 鈥減resides鈥 over, whose fault is that?
Green did provide some laughs in her other statement, which was a reply she posted on the Facebook page of Alderwoman Anne Schweitzer.
In that one, Green contends that Schweitzer owes Sonnier an apology for trying to pull the water department funding without first telling Sonnier.
Actually, a case can be made that Green is the one who owes an apology to Sonnier, for wrecking her compromise with Boyd.
This Rams bill was the second time Green has chosen Sonnier, a young member of the board, for a leadership position on far-reaching, big-money legislation.
The first was the doomed 鈥淯nhoused Bill of Rights,鈥 a bill that included the infamous provision to allow homeless people to relieve themselves in public.
Green also took a shot at Alderwoman Cara Spencer, the main challenger to Jones in the upcoming mayoral campaign. She blames Spencer for wanting to give too much money to downtown interests.
Funny thing, Spencer was relatively quiet at Friday鈥檚 debacle, at least compared to some others.
Spencer has been in politics long enough to know that when your opponents are busy setting themselves on fire, stand back and let them.
Green also seemed horribly irked by 鈥済ame-players鈥 Joe Vollmer and Tom Oldenburg, two aldermen who joined Schweitzer in pulling the water department money from the compromise bill.
Green also decided to throw a grenade into the room by saying the Friday meeting failed because aldermen were drinking alcohol. She even claimed that Vollmer was drunk, a claim for which there appears to be no proof.
On Saturday, Green withdrew that claim, and Vollmer says he鈥檚 talking to a lawyer.
That leaves us with a final note on the subject of drinking:
If Green鈥檚 behavior was an example of sober deliberation, then a cocktail before aldermanic meetings might be a good idea.
