That鈥檚 what I called my proposal for how to spend the bounty paid by the National Football League and the Rams to settle the lawsuit over the team leaving St. 香港三级片.

The 鈥減romise,鈥� which came from conversations with readers and city and county leaders, was to put the money in a trust fund and pay for college scholarships for every graduate of the St. 香港三级片 Public Schools. Or maybe it goes to early childhood education, or housing investment for city residents, I suggested. But it must be a generational investment, not something parsed out a few million dollars at a time until the money is gone in a few years.

鈥淚t鈥檚 time to make the St. 香港三级片 Promise,鈥� I wrote last November. 鈥淚t鈥檚 time to tell the next generation of young St. 香港三级片ans that they will have an opportunity for a better future. It鈥檚 time to think big.鈥�

The idea was hardly mine alone. It was built on the , a fund created by anonymous donors in 2005 to pay future college costs for public school students in a city that, like so many in the Midwest, had seen better times.

The idea also was built on a plan launched by St. 香港三级片 Mayor Tishaura O. Jones when she was the city treasurer. In 2015, Jones started opening $50 scholarship accounts for every kindergartner who entered the city鈥檚 public schools. That ongoing program was in response to a suggestion in the report about ways to increase equity for Black children in the St. 香港三级片 region.

In the Normandy schools in St. 香港三级片 County, the nonprofit Beyond Housing has a similar program, with $500 scholarships.

Jones is now perhaps the most important player in the process to determine how the city spends the $500 million in settlement money. And on Tuesday, her power grew. That鈥檚 because she endorsed and worked for the elections of the two big winners in local politics. They are St. 香港三级片 County Executive Sam Page, who held off a late challenge from Mark Mantovani; and Board of Aldermen President-elect Megan Green, who handily defeated fellow Alderman Jack Coatar.

The victories of Jones鈥� allies could be critical in coming months as all three leaders 鈥� along with the St. 香港三级片 County Council, the Board of Aldermen and the Regional Convention and Sports Authority 鈥� complete negotiations on how to spend the NFL millions.

On Wednesday, the day after the election, the convention authority endorsed the concept of thinking big. Without backing a specific proposal, it passed a resolution to put the money in a fund that could grow and be spent over time to 鈥渕aximize the community benefit and to have a transformative, multi-generational economic impact on the St. 香港三级片 region.鈥�

That鈥檚 the right idea. The resolution was spurred in part by published recently by the business group , which discussed following a model similar to the Kalamazoo Project.

Jones has been keeping her thoughts on how to spend the money close to her vest. But it鈥檚 worth noting that she鈥檚 one of a dozen mayors in the country who have made a public commitment to using some form of 鈥渞eparations鈥� to close the racial wealth gap.

Earlier this year, she signed a bill that passed the Board of Aldermen creating a voluntary reparations fund. A strong argument can be made that spending money on the future educational or financial success of young Black children in the city would be a form of reparations.

And it would flip the normal conversations about government investments on their heads. The tradition in St. 香港三级片 has been to take money away from public school children and hand it to developers in the form of tax breaks. Jones and Green ran on the idea of investing in people first and driving the city鈥檚 economy that way. Now they hold the levers of power.

There are signs that Jones supports using other funds 鈥� such as the millions of dollars in federal infrastructure and American Rescue Plan Act money 鈥� to pay for other city needs. They include transportation improvements, neighborhood development and public safety.

The best move for St. 香港三级片 to make 鈥� the one that deals from a position of strength instead of weakness 鈥� is to invest the $500 million in the future success of the next generation. It鈥檚 a move that won鈥檛 make individual aldermen or council members looking for their piece of the pie very happy.

But it鈥檚 the sort of move a strong leader who just reinforced her political flanks can make, especially when business leaders appear to be following her lead.
